Per-item bid submission
Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:заказчик производит оплату за документально подтвержденный объем фактически выполненного Ремонта в расчетном месяце в течение 10 (десяти) рабочих дней с даты подписания Сторонами Акта выполненных работ.

Подача потенциальным поставщиком Заявки на участие в закупке является формой выражения согласия потенциального поставщика осуществить поставку в соответствии с требованиями и условиями, установленными в Объявлении.

Потенциальные поставщики подают ценовые предложения за ремонт 1 единицы в указанных лотах.

Стоимость деповского и капитального ремонта должна включать сменяемость всех расходных материалов, узлов и деталей вагонов за исключением 8 позиции: колесных пар, боковых рам, надрессорных балок, поглощающих аппаратов, тяговых хомутов, автосцепок, крышек люка полувагонов и стояночных тормозов.
Место проведения процедуры:Данная процедура проводится в электронной форме, предложения участников подаются только через функционал ЭТП ETS-Tender.

Обоснование: По решению тендерной комиссии были объявлены победители по капитальному ремонту газовых вагонов-цистерн для дочерней организации на 2022 г. по регионам:

- Север - ТОО «Қамқор Вагон»;

- Юг – ТОО «Шымкент Рем Сервис»;

- Запад- ТОО «Акжайык-7».

При рассмотрении ценовых предложений от участников тендерной закупки и обоснование выбора более одного поставщика обусловлено следующими факторами:
- учитывались условия и время, ЖД тариф на передислокацию вагонов до места назначения ремонта станций поставщиков;
- дополнительных расходов давальческих запасных частей не включенных список (указанных в технической спецификации) при ремонте;
- простой вагонов на станционных путях при передислокации, подаче на ВРД и на ремонтных позициях ВРД.
