Per-item bid submission
Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Обоснование: Произвести закуп работ по Деповскому ремонту грузовых полувагонов лота 1 (Север-350 единиц ст. Павлодар, Екибастуз-2, Атбасар, Костанай) у ТОО Богатырь Транс по стоимости 395 000 тенге с ремонтном колесных пар за 1 единицу.
Произвести закуп работ по Деповскому ремонту грузовых полувагонов лота 2 (Запад-150 единиц ст. Акжайык, Шалкар, Казалы) у ТОО «Қамқор Вагон» по стоимости 457 812 тенге с ремонтном колесных пар за 1 единицу.
Выбор потенциальных поставщиков в лице ТОО «Богатырь Транс» и ТОО «Қамқор Вагон» обусловлен с предоставлением наименьшей ценой и подходящими характеристиками и спецификацией работ по Деповскому ремонту грузовых полувагонов, согласно поданной заявки (характеристикам) от отдела планового ремонта вагонного парка ТОО РТС-Holding.
Сроки услуг и работы, количество по Деповскому ремонту грузовых полувагонов должны были соблюдены согласно представленной технической спецификации.
Рассмотрены коммерческие предложения по критериям цены, качества услуг и работы, порядка оплаты.
